[Bug] 发布前创建触发器，发布后仍然未能触发

发布前创建触发器，发布后仍然未能触发

### Steps to Reproduce


发布前创建一个应用，保存，但不发布

此时可以创建触发器

发布后仍然未能触发上述触发器

但发布后创建的触发器可以被触发，这里要么：发布前不让出发，要么发布后可以识别已发布了可以开始提交定时任务了。
