Do we keep the current user guides up at the individual URLs? Or just have docs.aptrust.org?
Current thinking: Keep, but not content, redirects to new site only.
Other issues:
- remove accessibility statement from nav menu of each sub repo
- update all absolute links to become relavative links
- update site_name in sub repo for shorter URL paths?
