Add linter to GitHub workflows

Issue:

• project code is currently not linted
• there may be bad code / unreadable code

Suggested Solution:

• look for code linters (C and Python)
• think of useful linter settings
• appy the linter with given settings to the GitHub workflow / dev-test Dockerfile
