[Bug]: Z index of properties panel covers new AI assistant floating panel

Summary

title says it all! if properties panel is docked it covers the new floating version of the AI assistant panel

Steps to reproduce

• click an element in a page layout so docked properties panel opens
• open the AI assistant
• it is no where to be found
• close the properties panel or undock/float it
• see the AI panel below

Expected behavior

AI assistant should float over or should split the right sidebar (like other programs might when you have two panels open)
