Create base view templates

Before we start creating templates, we should consider the tooling for the front-end. We need our front-end to look quality, and that will involve using UI libraries. Will we use any sort of external build system (Gulp, Webpack)?

I recommend Bulma, but alternatives (e.g. Bootstrap) are possible.

Once we figure out our tooling, we can start creating our front-end.

Related, we should discuss whether we will use separate Django 'apps' for front-end and back-end.
