[UI] - Untagged is not increasing or decreasing for adding/deleting untagged bookmarks.

Describe the bug
When I created a new bookmark in UI without tags it didn't automatically increment the untagged count by 1.
The same was true for when I clicked the untagged list on the side bar and deleted a bookmark that was in the returned list.

To Reproduce
Add a new bookmark and no untagged bookmark increment.

Refresh, the correct count is show on the left hand side of the tag navigation.
Delete the untagged. The count does not decrement.

Expected behavior
Should increment when a new bookmark is added without tags.
Decrement when a untagged tagged bookmark is deleted.

Likely an issue here:

if (retBkmk.id !== -1) {
      retBkmk.tags.forEach((t) => {

      });

The id for an untagged is -1. We probably should have some nice abstraction layer to add an untagged bookmark rather than having to look that the id -1, and fake add a tag to that bookmark but it works.
