SyobonActionMono is distributed under GPLv3 without Chiku permission, and OpenSyobonAction sourceforge webpage says it is GPLv2, but seems it's also without Chiku and Bluvel permission.
Original Syobon Action didn't even come with a real license, but a Japanese readme.txt as mentioned here
The only definitive way to fix this whole issue is contacting Chiku to put a license into Syobon Action original source code, that way all other forks would be technically in need to update to the new license.
Though.. there are problems:
- I'm not a lawyer
- How to even be able to contact Chiku?
