automatically remove observers which have been offline for more than X days.
At the moment observers which have been offline for a set period trigger a discord notification, this can quickly clog up the list of observers offline for various reasons, proposal is to add an auto trim similar to repeaters so admins do not get notified about observers which have been offline and therefore have to be manually removed
