Translate Contributing Guide in Bengali

I think we should start translating the contributing guide to Bengali.

• Filename of Contributing guide - CONTRIBUTING.md
• Propossing the file name of the Bengali translate file - CONTRIBUTING.bn.md

NOTE: Don't start working without any discussion

There is some technical term, should we translate them also? or keep those as it is?

I think we should keep the technical terms as it is. Our goal is to make the guide accessible while making sure nobody find any surprises when they read more advanced tutorials. And most of the tutorials are written in English. So we should write few lines describing what it means but keep those in its original form.

I've started the translation. Currently, I've copied the original file, renamed it to CONTRIBUTING.bn.md and I will change the instructions to Bangla only. The technical terms will be the same.
