[BUG]: Drag & Drop doesn’t work at startup

Chrome, or the local app for Microsoft or Linux

What happened?

	Local App: When the app 1st starts.
	Browser:  At start up or after a refresh.
	
	If you hover over a toolbar Widget's or Plugin's icon (without clicking it) and then select an item from the pop-out menu you are unable to drag the item into the UI window (Main Window).

Note: Doing the same for Templates ,One difference you select by clicking instead of Drag-N-Drop, works as expected.

Also if you use the 'X' to close the Pop-Out window, the drag-and-drop dosesn't work untill you 1st click on the Widgets or Plugins Icon again.

Okay, about the first one. The hovering is only to provide preview of whats available, the drag and drop won't work, because it looses its context when it closes back. And about the template, it doesn't have drag and drop, it uses load, so when you click on it, it loads that template. Perhaps, I should make it clearer in the UI design.

Definitely, will improve the UI to make it more understable. Thanks again!
