Install the smallest supported toolchain needed by the repository and verify every wrapper against temporary fixtures.
Acceptance criteria
- record supported install sources and versions
- add failing capability tests before each integration change
- verify command discovery and a temporary-fixture smoke test
- retain explicit unavailable results for tools intentionally not installed
- update INSTALL.md with current evidence, not historical claims
