Broadcast message about flag control (not) in effect misses some players

I have not set out to reproduce this but I have noticed recently that sometimes Flag Control is turned off and then on (by # of players joining/parting) and I get one of the notices (Flag Control is now off....) but not the other. I am a user already joined to the server and participating. I will better reproduce and better document.

More information would certainly be helpful! Where are you seeing this, what version of the plugin? If you're seeing this on a private server using the latest version from a couple weeks ago, then it might still be an issue. However if you were on a public server... The only one I know of is using an older version. and I believe there were some changes around how that works, so it should just need an update.
