LWC not displaying for an LWR site's guest user

A customer has reported a specific situation where an LWR site's guest users cannot see the Dynamic Flow Progress LWC in a flow. What I know:

• Customer has an Experience Cloud site built with the Build Your Own (LWR) template.
• Dynamic Flow Progress (v2.0) is installed; it has been added to an activated screen flow.
• Screen flow is embedded in the LWR site using the standard Flow component.
• When the site is viewed by a guest user, the screen flow is visible but the Dynamic Flow Progress component is missing.
• When the site is viewed by a System Administrator user, the screen flow AND the component are visible.
• No difference between Chrome and Safari browsers.

I have done my own testing in a brand new Dev Edition org, and have not been able to repeat the issue. Here's the example LWR site with an embedded flow: https://dflowp20240403test-dev-ed.develop.my.site.com/dflowplwrtest/

For reference: a similar issue (#19) occurred in the Aura/Customer Service template, but it was a Lightning Locker issue and that's not relevant to the LWR site.
