A derived, versioned ML training-dataset builder over existing source-of-truth records (formula versions, materials, process plans, LaboratoryTrial, TestResult, stability, DOE, corrective actions, cost snapshots). NOT a duplicate "Formulation Knowledge Base". 14 tasks (FVL-05.001..014).
Acceptance criteria: full row/entity lineage; dataset hash/fingerprint with reproducible rebuild; leakage-safe train/val/test partitioning; missing values stay missing (no missing-to-zero unless mathematically valid); no mutation of source records.
Dependencies: FVL-02, FVL-03.
