Acceptance criteria
Add a civic-stack graph query spec.
Define named graph partitions for ontology, policy, runtime evidence, delivery metrics, Gaia environment facts, and ProCybernetica evidence packs.
Define competency queries for accountability: who owned service X, under which policy, using which dataset/runtime, with which attestation and score?
Define competency queries for rationale: which tasks contribute positively or negatively to a softgoal, and which policy/risk defeaters block execution?
Define competency queries for OQL/OAC: which artifact derives from which OQL plan, compiler, adapter, manifest, deployment, and evidence pack?
Define validation/query expectations for SHACL failure visibility.
Add follow-up implementation tasks once Ontogenesis publishes contexts and shapes.
Non-goals
HellGraph does not own ontology definitions.
HellGraph does not own runtime execution.
HellGraph provides queryable graph substrate and reasoning surface.
