rust-RCP passes conform at spec 1.10 but: (1) CI runs no rust-FuSa at all — §20.1.2 requires the full rsfusa lifecycle (check/trace-100%/cyber/vuln/qualify) gating; (2) no TARA (§20.4). Add both. rust-CAN's CI is the template.
