For an Ashvins PACS the association pool doesn't persist the assocations - each instance is sent separately in a STOW-RS scenario.
After some research it appears that pool.rs validates liveness using C-ECHO. This is not accepted, since it was not negotiated before, causing an ABORT.
Did you observe similar behaviour for other SCPs / PACS vendors? The logging doesn't show any error, but it's observable that new connections are established permanently:
