A workflow landed on main that labels every open pull request with one effort/* tier — XS/S/M/L/XL — based on how many lines a human actually reads, excluding lockfiles, generated sources, notices and binaries.
It labels a pull request when it first asks for review and re-checks the whole open set once a day. The first sweep has already labelled all 142 open pull requests.
The point is triage: pull request search has no size qualifier, so reading effort is the one axis a query cannot express. Review state is deliberately not labelled — review:required, status:success and draft:false already answer "whose move is it".
