MIN: Add "Last updated" column to My Application(s) table

As a Ministry user I want a "Last updated" column to the right of the "Submitted" column So That when a student has last updated the application it is easily viewed

Additional Context

• SBST - 4710
• On the Ministry and the Student view of an application, we’re requesting to have the submission date of the application update upon edit to reflect the date of newest version of the app.
• i.e., if a student submits an app and edits it before accepting their assessment, then re-submits it, the submission updates to the date of the re-submission.
• This is intended to align with new policy regarding the definition of “submission date”, and also aims to make it clear to staff and students as to what the newest/relevant submission date is (important for multiple edits and FAED appeals).
