Location restriction

User story

As a ministry user i need a restriction that allows me to block funding for students attending an institution location but not notify the institution or flag what the main reason for the blockage is while we investigate the institution.

Acceptance Criteria

Restriction UI

• Create a new restriction that applies to a location at an institution
• Would be attached from the ministry view of an institution restriction tab
• Restriction name is

LSC - Location suspended.

• When the ministry user selects the restriction from the drop down it will expand with an additional drop down that says Location
• They can only select one location at a time for each restriction
• The location will be selected from a drop down list with all locations listed (designated or not)
• Format for each location in the list will be as follows:
• There will need to be the location name and then the designation status shown as Designated or Not designated

Location restriction additional behavior

• Only one location can be restricted through the ui at a time (one entry at a time)
• This restriction can be applied multiple times to be attached to multiple locations
• This restriction can only be active for each location once
• Add a generic toast pop error if someone attempts to restrict an already restricted location

Restriction effects

• The restriction when applied will affect all students that have applications connected to that location

  • It will block them from accepting assessment
  • It will block disbursement/ecert

• There is no impact to institution behavior (no banners or changes to how they interact with the system all impacts are student oriented)

• This restriction needs to be bypass able. When it is bypassed the student will be able to accept assessment and the disbursement/ecert will not be blocked

Communication

• Create a banner to be displayed to the student that says the following (this is an identical banner that is shown for suspension restriction)

Your application cannot be accepted yet
Your application is currently pending further review by StudentAid BC.

New gc notify notification

• Create a new notification to the ministry user email designat@gov.bc.ca
• This notification will trigger when a students assessment is complete and they are blocked from accepting or when the application is blocked at disbursment/ecert due to the location restriction LSC
• The template for this is available on gc notify
