Continuation Out: Add drag-and-drop support to the staff document upload control

Problem / Need: What this requirement solves

The staff document upload control did not accept drag-and-drop during UAT. Staff had to save or download a document locally and then locate it through the file picker before uploading it. Participants noted that this adds steps to an operational workflow in which documents may arrive by email or through other digital channels.

Scope: What’s included, what’s explicitly excluded

Included

• Allow staff to drag supported files onto the Continuation Out attachment area.
• Preserve the existing file-picker option.
• Apply the same validation rules to both upload methods.
• Show upload progress, success, and actionable failure messages.
• Support keyboard-accessible file selection.

Explicitly excluded

• Changing supported file types, file sizes, or attachment limits unless separately approved.
• Changing the document-retention process.
