UI Design - Allow staff to process continuation out for company that is not in good standing

Problem / Need: What this requirement solves

The current staff view greys out the Continuation Out action when a company is not in good standing. Business participants explained that companies may already have legally continued into another jurisdiction but submit their proof much later. By that point, the company may not be in good standing in B.C. because annual reports were not filed.

Staff still need to complete the Continuation Out filing so that the B.C. registry accurately shows the company as historical. Requiring the company to first return to good standing may not reflect the operational situation because it has already left the jurisdiction. Business participants distinguished this staff scenario from the citizen Consent to Continue Out stage, where being in good standing should remain a prerequisite.

Scope: What’s included, what’s explicitly excluded

Included

• Make the Continuation Out action available to authorized staff when the company is not in good standing.
• Preserve an appropriate warning or acknowledgement before staff proceed.
• Determine whether manager or policy approval is needed for this scenario.
• Ensure the completed filing can make the company historical in B.C.
• Maintain an audit record of the staff action and any required acknowledgement.

Explicitly excluded

• Do not allow a citizen to obtain Consent to Continue Out when the company is not in good standing.
• Do not automatically restore the company to good standing.
• Do not alter annual-report obligations or historical records.
• Do not define the detailed business approval process in this ticket unless confirmed by the business owner.
