For any connection that is currently configurable (rabbitmq, postgresql, etc) we need to add the ability to enable TLS and configure certificate information.
As part of this, we should create a version of the docker-compose.yml for development that starts all of the services with TLS enabled and uses the new configuration parameters to connect securely.
