Fix favicon

Favicon files have been added, and favicon.html has been created, but the new favicon doesn't show. The state of the favicon.html seems to be breaking the favicon display so that no favicon shows up. This is ideal until we fix it.

What is breaking the favicon.html is adding "/static" in front of the relative paths in each path.

No attempt has been made to add a favicon to the new version of the website. I will have to find a copy of the favicon files, and add them to the repo.

Favicon files are in Jira task. They should be formatted correctly, but might not have uploaded right. I can provide them in a different way if needed.
