Yes, they are hosted from cache.
http://<bulwark>/api/favicon?domain=mydomain.cz
I have replaced the favicon on "mydomain.cz" but it still shows the old one.
I tried different browser (with clean cache), restarted Bulwark Docker container but it looks that it is cached with persistent user settings.
