Pop-up bubble text for clusters

Based on concerns about usability, we had a request from EEC to put a hover bubble over clusters with information about the number of providers in the cluster.

Do you remember more details about this? The clusters already have the number of providers listed, and I'm not sure what other information we'd display there.
