Hm, it shouldn't cache anything other than Craft generated pages.. If you open the css URI in your browser, what response do you get?

if you disable the HTML Cache plugin then the site works correctly

Does it help if you add type="text/css" to the css link @paveell ?

@stuh I think that doesn't work because it's being transmitted as text/html instead of text/css.
