Improve documentation for macros in GrannyText strings

Darrelle and I were trying to find where Granny Text strings like:

%{TIMERANGE;format=$o}
%{TIMERANGE;FORMAT=$(o,id=file:/home/drwilkin/TRACERS/commissioning/ROI-List/ts2_roi-orbit-autoplot.dat)}

are documented.

The problem with $o is that it actually has to be an orbit:...:... datumRange. I think if the ID is specified, it should allow for a little fuzz (maybe 10%).

To demo:

• set the title to %{TIMERANGE;FORMAT=$(o;id=ts2-roi-list)}
• start the events list, set to https://tracers-portal.physics.uiowa.edu/ancillary/TS2/events/roi_intervals/ts2_roi-list.csv
• verify that title is set properly.
• set rescale to -1%,101%
• note that the time is now indicated. This is the fail-safe display.

So the idea would be to maybe allow an orbit within 1% on the bounds to match.

Note this is the LabelConverter.java class of Autoplot, so this is really not a Das2 problem.

It looks like %{TIMERANGE;CONTEXT=ts2-roi-list;NOORBIT} was the way we coded this before, which wasn't documented.
