Proposed dataset

Bank of Lithuania repeat-sales house price index (RSHPI/PSBKI), normalized as
a versioned Frictionless Data Package.

Why it may fit Core Data

  • Official monthly housing-market indicator for dwellings in multi-dwelling
    buildings from Lithuania's central bank.
  • Indicator/time-series data covering 2006-01 through 2026-06.
  • Lithuania plus Vilnius, Kaunas, and Klaipėda city municipalities.
  • Index (2015 = 100), monthly change, and annual change.
  • Maintained, versioned Git repository with CSV, datapackage.json, provenance,
    checksums, and a citation file.
  • Stable v2026.06 release and Software Heritage snapshot.

The normalized dataset currently contains 2,952 metric observations. Each row
retains the Bank of Lithuania source code. A completeness gate prevents a
partial upstream response from replacing the verified publication.

Important methodological limitation

This is a repeat-sales index for dwellings in multi-dwelling buildings, not an
average or median transaction price and not a price in EUR per square metre.
The Bank of Lithuania calculates it from sales of the same dwelling sold at
least twice.

Update and maintenance

The source is checked daily. Publication only changes when the official latest
month changes and the expected territorial/indicator completeness checks pass.
I maintain the normalized package.

Licensing question

The Bank of Lithuania's information-use terms ask reusers to identify the Bank
of Lithuania as the source:
https://www.lb.lt/lt/informacijos-naudojimo-salygos

The upstream page does not name a standard SPDX/Open Definition licence. The
package therefore declares license: other and links to the exact upstream
terms; it does not relabel the data as CC0 or PDDL. Would those attribution
terms meet the Commons/Core acceptance policy, or is an explicit standard open
licence required before this can be accepted?

I maintain the normalization repository and bustoduomenys.lt. The statistical
source and methodology are the Bank of Lithuania's; this proposal does not
claim official endorsement of the normalized package.
