Create notes-to-garden publishing workflow

The site notes repeatedly describe a digital-garden model where notes can graduate into public content. The missing piece is a clean publishing workflow.

Starter scope:

• define how notes move from Obsidian into the public garden
• decide maturity or visibility rules for publishing
• keep the workflow simple enough to encourage regular publishing
