Add deterministic operator rules for static and mutable answers

Weekly and meeting notes point to a need for stronger operator control when the generic AI answer is wrong or too stale.

Starter scope:

• support pattern matching or keyword rules
• allow config-driven canned responses
• optionally combine deterministic rules with fetched source data before summarising
