I've made the Windows software for the LED spinner available here: https://drive.google.com/file/d/1F0rIfRBLXq5VtXR6Fkm561NYWKzFFK7W/view?usp=sharing
This includes the spinner communication program 'Hand_SpinnerAPP.exe' and related programs like the Windows driver installer. Note that you'll probably need the USB cable(s) the spinner came with, they are a bit special. The micro-B ends have pin 4 connected to ground. If you don't have them try a regular cable but you may need to modify it, which can be challenging. For details see the README in the zip file.
