Controller correction

The original draft assigned approval/merge authority by model identity and embedded a static repository inventory. Exact head 5785ed94f8e9511bf4d06d4d5a7db64906a460cd replaces that with durable authority boundaries and makes #898 plus live exact-head state the source of current truth. External commit 3d08e982bac745b5f745ed0f7c373bf67cdfae4c then restored the unsafe document; the controller restored the evidence-bound version at the current head.
