<flat_map> is needed in #58, I think it's time to update our toolchain.
Since this is our "baseline", I think GCC 16 / Clang 23-24 is too much, I suggest using GCC 15 / Clang 22 for now.
In addition to iris's PR, we need a x4 counterpart PR for this.
Note: MSVC 2022 is already dropped in #56 due to my previous decision.
