Separate encutils from cssutils

The PyPI cssutils package distributes two Python packages - cssutils and encutils. It would be much cleaner and idiomatic if these two were separate packages, so let's separate them.

It looks like the name encutils is taken. It has exactly one release in 2009. Good news is the author is the original author of cssutils, so good chance they can assign that project to me.

I've created extracted the code to https://github.com/coherent-oss/encutils and it's now building under the coherent build system.

@jaraco gladly would do, i just have to get into my pypi account as the email i used there is no longer available to me and i have trouble finding to add an alternative at least on my mobile. Will try again to tomorrow evening, sorry, but i have not been active for years sadly

Thanks @cthedot - in that case, perhaps it would also make sense to give me ownership access of cssutils, so I have full custody of it if/when you don't.

I've published encutils 1.0.0. Next is to have this package consume that dependency.
