Complete Electron shell for desktop app distribution

Problem

The Electron desktop app structure exists in apps/desktop/ but is incomplete and needs to be finished to complete Phase 1.

Requirements

• Complete the Electron shell implementation
• Enable standalone desktop distribution
• Ensure proper integration with the FastAPI backend
• Test on macOS, Windows, and Linux

Context

This is a Phase 1 blocker. The desktop app is critical for the local-first architecture.
