Feature request: `util-linux` and `binutils` for Windows

There are already some builds:

• https://gnuwin32.sourceforge.net/packages/util-linux-ng.htm
• https://gnuwin32.sourceforge.net/packages/binutils.htm

But they haven't been updated for a long time.

The latest version of "util-linux-ng for Windows" was built in the year 2008, while the latest version of "binutils for Windows" was built in the year 2010.

uutils/util-linux has CI for Windows/macOS, but I don't thiks there are many utils useful on Windows (I only know rename).
