Service unavailable when downloading Swiss data : HTTP 503

When running a mobility simulation that requires the shopping activity module, the process fails while downloading a Swiss dataset used to build the shop turnover distribution. Returns an HTTP 503 error.

The error originates from:

 ShopsTurnoverDistribution.create_and_get_asset()
     └── prepare_swiss_shops_turnover_distribution() 
          └── download_file(url_statent, statent_zip_path)

The BFS API is down today (https://www.bfs.admin.ch/bfs/fr/home/services/recherche/api/api-diffusion-dam.html). We should have backed up this dataset on data.gouv.fr like we did for the other resources. We'll do it when the API is back online.
