Ratify the three Proposed decision log entries for the v1 shape

Three entries in docs/decisions.md still carry Status: Proposed while the SEP text already reflects them:

• 2026-06-09 — optional resources/directory/read (directoryRead capability)
• 2026-07-15 — skills/get
• 2026-07-16 — v1 scope (archives and template entries dropped, per-file resources with digests)

Move each to Accepted (or amend) so the log matches the SEP baseline.
