These would be high priority for stock assessments. Fisheries Bulletin should all be in the NOAA repository

@melissamonk-NOAA Eric Ward already requested MEPS in #3, Fisheries Bulletin is a work in progress but should be live soon, and Fisheries Research is already available. I will check off Fishery Bulletin as soon as it is live.

@kellijohnson-NOAA The CDFW Fish Bulletins are often referenced and cataloged here. I wonder if Scripps has a bib file
