Bottom Right Action Bar not there

Hi! Straight to business.
All action bars are enabled and set to "always show", but bottom right is not there =( no other addons to modify action buttons (bongos, bartender etc.) are used. How can i fix it?

UPDATE!

I discovered, that it was caused by addon Atlas and Atlasloot Enchanced. After i disabled em everything became normal. Case closed, thank you!

actually its only Atlas, but thats sad to turn off this addon....
