I hit this issue a few days back and it seems like something that should get looked at. Started with requesting a stablereq here using pkgdev https://bugs.gentoo.org/972732. It didn't pick up that there were already 2 filed for this same package and just automatically created the new bug. I manually marked the first bug from maintainer as obsolete and mine as a duplicate.
This is the main bug: https://bugs.gentoo.org/972710. The package has a dependency with its own stablereq https://bugs.gentoo.org/972707.
I will submit a PR shortly with a proposed fix, it reorders when the scan is run and keeps individual tracking for dependencies.
