gh pr list --repo project-ilm/ops --state merged returns [] — zero merged PRs.

ops is defined as the auditable home for every cat > file deliverable script
(rule B.1) and hosts the LOUD-PR helpers (lib.sh). It's a gap that the repo whose
purpose is auditability accrues direct-to-main commits.

Action

• Adopt PR flow for ops, OR explicitly document ops as the bootstrap exception
  in ops/docs/WORKFLOW.md so the inconsistency is intentional and recorded.
