Adopt some strategy for tags / versions

In NVIDIA/cudf#14917 we pinned this repo to a git SHA. I'd like to adopt some kind of version/tag strategy for this repo, so we don't have to pin to hashes.

I absolutely agree. I think we should adopt semantic versioning: breaking changes bump the major version, new features bump the minor version, and bug fixes bump the patch version.
