I am unable to disable secure debug, as picotool refuses to write a 1 to the redundant registers. Any way to solve this?

Yes, you can explicitly write to the other 7 redundant rows, to make them match the value in the first row

picotool otp set 0x41 0x7 --raw
picotool otp set 0x42 0x7 --raw
...
picotool otp set 0x47 0x7 --raw

picotool isn't doing that by default, because the redundant rows should have matching values, so it only considers the first row when determining what bits need writing
