`yarnInstallWithRetries/action.yml` and `externalNut.yml` fail under `yarn` v2+

Apparently, yarn v2+ removed the --ignore-scripts flag. All scripts using those actions under anything that is not v1 will fail:

Unknown Syntax Error: Unsupported option name ("--ignore-scripts").

$ yarn install [--json] [--immutable] [--immutable-cache] [--refresh-lockfile] [--check-cache] [--check-resolutions] [--inline-builds] [--mode #0]
