infra: Set up a CI to run tests on commits and PRs

Probably use Circle CI as that is what I know how to do.

• Revise how to set up Circle CI
• Create a branch for setting up the CI, running the tests
• Add a badge (all the cool kids do it)
• Merge branch to master
