Os-lib - usability and stability for 1.0

Context

This issue is meant to track the progress in improving the toolkit libraries' usability and stability. This issue is created here to establish the toolkit's perspective in the discussion, especially the interoperability between the toolkit's libraries and usability with the definition used in the Toolkit.

Tasks

Below is the list of high-priority issues. They all should have corresponding issues in the library's issue tracker when we start working on them. The discussions about the usability of the library within the Toolkit should take place here.

• Support window's path roots - Add optional root in Path and support for roots for Windows com-lihaoyi/os-lib#170
• Simplify process piping - Add utility for more concise piping com-lihaoyi/os-lib#187
• Support processes on Scala Native - os.proc on Scala Native com-lihaoyi/os-lib#197
• Release stable version

I think it would be nice if os-lib-watch lib (currently 0.9.1) could be included in the toolkit - it's a bit annoying that the tutorials including the os.watch.watch method does not work out of the box.

@lihaoyi is there any prospect of os-lib going 1.0 anytime soon? ideally Toolkit 1.0 (which we might actually be able to do soon) would only include 1.0+ versions of member libraries, but also I suppose that's something we could theoretically make exceptions about. but also, maybe it would be good for os-lib's reputation and public profile to go 1.0
