Needed: an OpenAI account and an API key with a small credit balance, placed in a file readable by the agent — never pasted into chat, never passed as a command-line argument, never printed. Note the path here when done.
Signing up and entering payment details is yours to do; an agent must not create accounts or enter payment information.
Do this only after the policy ticket resolves in favour of proceeding. Provisioning a paid key for a provider the project may not be able to use is the wrong order.
