Re-land shared-working-tree collision hardening (RC1/RC2b) excluded from the consolidated bridge-seam PR #508

The consolidated bridge-seam PR (replacing #435/#445) deliberately EXCLUDED the shared-working-tree collision-hardening that rode along in #435, because it is orthogonal to the Bridge seam (it hardens ensign/FO git behavior on a shared tree, not the _bridge/ file contract). Closing #435 in favor of the consolidated PR must not silently lose it.

Re-land from origin/bridge-seam-inbox-events (#435):

  • RC1 — no bare-root ensign commit. ensign-shared-core.md "Single-Root, No Commit Target" prose + internal/contractlint/ensign_no_bare_root_commit_test.go (TestEnsignNeverCommitsAtBareRepoRoot).
  • RC2b — FO branch-pin halt. first-officer-shared-core.md launch-branch pin + internal/contractlint/fo_branch_pin_halt_test.go (TestFOPinsLaunchBranch).
  • CONTRIBUTING.md (Bridge seam: bridge-inbox drain mod + normalized FO event hooks + opt-in fleet-mode FO #435 added it) — re-land separately if still wanted.

Both gates are structural (quarantine-compliant) and were verified green on the #435 branch. They should land as their own small PR against current main (the shared-core prose has drifted 40 commits, so re-author rather than cherry-pick).
